State of Massachusetts Instructional Designer/Training Facilitator in Boston, Massachusetts

The Commonwealth’s Human Resources Division is seeking an innovative, driven, problem solving Instructional Designer to join our Talent Development Team. We desire candidates with experience working across multiple instructional delivery modalities to create high quality, scalable learning experiences that support our growing learning community.

The incumbent will have the opportunity to curate and create content for the new Commonwealth leadership development-learning portfolio.

The Instructional Designer/Training Facilitator position is an individual contributor position reporting to the Director of Talent Management and Engagement.

Role and Responsibilities:

  • Comprehensive knowledge of current instructional theories and principles applicable to both web-based and instructor-led learning programs

  • Strong writing, editing and visual design skills. Experience developing creative and engaging training materials in a variety of formats and media

  • Well-developed organizational skills; ability to accomplish multiple tasks through effective prioritization of duties and functions in a fast paced environment

  • Demonstrated follow-up skills and the ability to manage projects to completion within the agreed upon timeframes

  • Enterprising, diplomatic and proactive problem solver. Ability to interpret customer needs and partner with subject matter experts and individuals at all levels to effectively and professionally achieve results.

  • Excellent verbal, written and interpersonal communication skills, including the ability to present ideas and suggestions clearly and effectively

  • Strong analytical skills and attention to detail

  • Self-motivated and proactive, able to work in a team and independently

  • Introduce new training ideas into the organization

Mandatory Requirements:

  • Bachelor's degree or certification in Education, Instructional Design; Instructional Technology; Training and Development or related fields

  • Have knowledge of various instructional design models (ADDIE, SAM, Action Mapping)

  • 3 years of work experience with solid career progression in the field of instructional design and facilitation including experience in designing and delivering training solutions

  • Demonstrated experience developing instructor-led (both classroom and virtual) and self-paced eLearning courseware, job aids, online tutorials and print-based materials for employees and customers

  • Proficiency with e-learning software and technologies

  • Demonstrated project management skills including planning work, managing details, keeping multiple tasks/projects on track, and collaborating with stakeholders, to deliver expected results.

  • Demonstrated visual design skills - able to create images and graphics that support and enhance learning content

  • Demonstrated understanding of adult learning principles and implementation and driving performance through impactful training

  • Demonstrated ability to assess training effectiveness and ROI to stakeholders and leaders

  • Exceptional ability to earn trust of subject matter experts and stakeholders

  • Experience working with learning management systems

  • Excellent verbal, written, and interpersonal communication abilities

  • Ability to travel 10-15%; driver’s license and vehicle required

Preferred Requirements:

Industry certifications in instructional design, curriculum development, performance improvement, project management, and content-specific certifications as appropriate (e.g. CPLP, CPT, PMP, etc.)

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.


I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
