State of Massachusetts MEMA Training Instructors - Part Time in Framingham, Massachusetts

This is a contractor position requiring the execution of a contract between the employee and MEMA for a specific scope of services to be based on agency need and employee training capabilities.

Contracts are subject to standard Commonwealth Terms and Conditions. Contracts will be rate based ($35/hour) with actual hours worked to be determined based on agency need.

There is no guarantee of a minimum number of hours per pay period, month or year. Trainings and trainer hours will be managed so that no overtime expenses will be incurred.*

*Exceptions include out-of-state travel and emergency activations. In cases of emergency, trainers may be called upon to carry out certain incident-based duties for MEMA based on their demonstrated skill set and the needs of the agency at the time of the incident. The position will be eligible for standard overtime rates if more than 40 hours are worked in one week during such incident activations.

Initial contracts will extend through June 30, 2017 with future options to renew solely at the discretion of the agency.

Only actual and necessary travel expenses essential to the performance of the contractor’s official duties and in accordance with the Agency’s established travel rules will be reimbursed.

There are no non-salary benefits with contractor positions.

Applicants will be subject to, and must pass a Criminal Offender Records Information (CORI) check.

The position is responsible for course delivery and instruction in MEMA training programs. The Training Instructor is responsible for preparing to teach the lessons, obtaining the necessary training materials and equipment, preparing the classroom for training, delivering instruction from prepared lesson plans and materials, conducting practical activities and coaching students. This position is also responsible for administering exams, course evaluations, and instructor evaluations. The Training Instructor will be required to travel within the state and use, lift, carry, distribute and collect training materials and equipment, such as projectors, and cartons of training manuals. A flexible schedule and ability to travel throughout the state is required to accommodate all assigned training. Program-specific training curriculum and materials will be provided by MEMA.

The courses listed below are arranged in tiers according to MEMA’s training priorities, with Tier One courses being of highest demand. Candidate selection will be based ability to teach specific courses. Courses are generally conducted from 8:00am to 5:00pm and 6:00pm to 10:00pm, Monday through Friday and may also be scheduled in the evenings and on weekends when there is a need.

Courses will be taught at various sites located throughout Massachusetts. Training Instructors will be assigned to the MEMA facility closest to their home address. There is no reimbursement for travel between home and this site. If travel is required beyond this normal commute, reimbursement will be provided at the state-approved rate.

Five years’ experience in the field of public safety or emergency management.

Experience as an instructor.

Communication and public speaking experience.

Functional knowledge of computer programs (Microsoft Office programs, etc.) and ability to access on-line training programs.

Instructor Methodology certificate (i.e., CDP, FEMA, DOE, DFS, DOD, MPTC, Higher Ed Institution).
