The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. DTA is committed to providing a high level of service to all those in need of our services. The mission of the Department is to assist low-income individuals and families to meet their basic needs, increase their incomes and improve their quality of life. We serve one out of every nine people in Massachusetts – including working families, children, elders and people with disabilities. We are seeking qualified applicants for the position ofTraining Specialist.The primary responsibility is to assist in planning and developing training curriculums according to training needs for all levels of staff to satisfy their needs and achieve their goals (in-house or outside agencies other than DTA). The duties will include but are not limited to:

  • Follow and incorporate the ROPES Adult Learning Theory approach; Review, Overview, Presentation, Exercise and Summary.

  • Integrates the use and knowledge of five basic educational design steps;

  1. Diagnose problem to determine training solution

  2. Define goals and measurable objectives

  3. Select instructional methods and techniques

  4. Plan a favorable adult learning environment

  5. Select evaluation criteria to determine whether training objectives were met.

  • Conduct orientation and/or classroom training to enhance learning and support constantly changing state and federal policies, and BEACON modifications.

  • Interpret complex state and federal policy/procedures to create training materials, and assist in the selection of course content and training methods and materials.

  • Determine effectiveness of both training specialists and curriculum through the development of measurement tools, i.e. evaluation forms, feedback sheets, quizzes and exams.

  • Perform related administrative duties such as writing reports, registering and scheduling utilization of training facilities and equipment, and performing clerical duties as required.

  • Act as facilitator/consultant for guest speakers during training sessions to assure adherence to Unit standards and session objectives.

  • Provide hands-on training for integrating use of computer applications, ergonomic awareness and care management, and select appropriate audiovisual equipment related to training curriculum to enhance learning.

  • Analyze Quality Control data and conduct training in error related areas of policy and procedures as part of the agency's error reduction strategy plan.

  • Perform other job related duties as assigned or requested.

_SPECIAL REQUIREMENT_: The Training Unit supports a statewide Department. Therefore, while this position will be based out of a Transitional Assistance Office, travel will be required at times within the region and also statewide. As a result, applicants will need a vehicle and valid driver’s license to perform their duties.

_PREFERRED QUALIFICATIONS_

  • Professional knowledge of DTA programs and experience with public speaking.

  • Ability to write concisely and express thoughts clearly and develop ideas in logical sequence.

  • Ability to work within a team based environment.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
