/_THIS IS A CONTRACTED, NON-BENEFIT POSITION_/ The Massachusetts Rehabilitation Commission (MRC) is seeking two, project-based Instructional Designers who possesses a unique balance of content design, development, and facilitation; technical fluency; business knowledge; strong interpersonal skills; and experience in creating performance-based learning for multiple projects including enterprise-level systems. You will be part of the Learning and Development team, reporting to the Director of Learning & Development. As a member of the team, you will work collaboratively to help craft the learning strategy and design and create interactive learning and performance-based materials and assessments using adult learning concepts, active learning practices, and objectives-based instructional strategies. We are also looking for you to bring strong expertise and experience in distance learning technologies and eLearning design. You will help create and implement a blended learning solution for a new enterprise-level information content/case management system called OnBase and a customer engagement platform called Twilio as well as potentially work on other projects. The ideal candidates are innovative, driven, problem-solving instructional designers with experience working across multiple instructional delivery modalities to create high-quality, interactive learning experiences that support a very diverse group of learners. The role requires individuals who are knowledgeable in adult learning and instructional design strategies for performance-based outcomes, can innovate and move quickly, and be comfortable with ambiguity and change as you will be creating the learning as the system is being built and implemented. MRC is a learning and participatory performance culture with an emphasis on high performance teams, individual performance/contribution/impact, and engaging in activities to promote and support a program/division/agency (e.g., committee membership, Roadmap workgroup membership, presenting at Town Halls, achieving learning and performance goals). In addition, the contractor must participate in the Alternative Retirement Program mandated by federal law. * This is a contract position working 37.5 hours per week. /_Schedule_//:/* TBD* _Contract Period of Service_: 7/1/2022 - 6/30/2023(Based on State Fiscal Year) Memo: State Fiscal Years 7/1/2022 - 6/30/2023* 7/1/2023 - 3/31/2024* *RESPONSIBILITIES*: * Actively participate as part of team initiatives and projects and cooperate with team members in a manner that reflects a commitment to team goals and objectives, effective communication, information sharing and problem-solving practices * Be the voice of the learner, ensuring that their needs are at the forefront of our learning efforts * Identify learning objectives, performance outcomes, and evaluative strategies to deliver/measure instruction, identify performance gaps, learning objectives, and assess learners * Assist with the design, development, implementation, and delivery of the overall learning strategy/solution across multiple projects * Develop comprehensive project plans, manage projects effectively, and proactively act upon work assignments * Manage multiple projects and programs from inception to completion, including project management, partnering with training resources, and scope management * Conduct needs assessments and task/impact/gap analyses, identifying the deltas between current and desired performance and business results * Conduct task/impact analysis using standard techniques (e.g. surveys, focus groups, interviews, etc.) * Partner/collaborate effectively with stakeholders (e.g. internal staff, subject-matter experts, vendors, etc.) through-out various phases of analysis, design, development, implementation, evaluation, and maintenance to identify needs, outcomes, and that content of learning solutions are consistent with agreed upon project goals * Analyze, design, develop, implement, and evaluate staff’s functional, technical, and skills training that allows for the effective and efficient use of systems, tools, and processes to provide staff with the skills required to perform their job tasks * Design learning solutions based upon audience needs and task analysis that include recommended delivery method, curriculum content, and supporting materials to ensure mastery of learning objectives * Design/create all the learning activities, assignments, assessments, and sustaining learning processes/materials that support learners before, and after, the solutions have been implemented using adult learning theory and solid instructional design practices * Design/create learning experiences and environments (e.g. online learning communities, workshops, demonstrations, tutorial videos, interactive eLearning, etc.) * Create instructional materials (lesson modules, tutorials, digital interactives, user guides, audio and video scripts, story boards, navigational text, assessments, etc.) that transforms information into engaging and sustainable learning * Develop learning solutions and curriculums in multiple modalities including e-learning, instructor-led, and virtual instructor-led * Facilitate training for staff as needed to ensure effective learning of performance-based objectives * Design, conduct, and evaluate post instruction outcomes using various levels of current learning evaluation methods (e.g. Kirkpatrick's L1-L4) * Evaluate the effectiveness of training design through the creation of assessments, activities, and evaluations that gauge the mastery of learning objectives during and after training. Provide follow-up support and revisions as needed * Prepare/build visual presentations for Senior Leadership to convey key objectives in a streamlined and simplified manner * Design, and ensure that, learning activities, materials, etc. are consistent, and in compliance with, statutory/regulatory obligations (e.g. quality, accessibility – ADA, 504, 508, WCAG, re-use, sustainability, etc.) * Design, create, and launch new curriculum as needed using latest accessibility standards * Test learning assets with a screen reader (JAWS, NVDA, etc.), a color contrast checker, pdf checker, and other tools as needed to ensure accessibility standards are met *PREFERRED QUALIFICATIONS*: * Minimum 5 years proven instructional systems design experience with strong proficiency in eLearning and creation of highly-interactive, blended learning solutions * Preferred MA/MS in Instructional Design, Education Technology, Education, Training and Development, or related discipline * Demonstrated experience using established methodologies in all stages of the instructional design process (needs assessment, analysis, design, development, implementation, evaluation), and various delivery modalities (instructor-led: virtual, blended, in-person; webinars; videos; audio; interactive web-based training, etc.) and the development of learner-centered digital and blended learning experiences and resources * Exceptional relationship and communication skills to work effectively with individuals and teams of staff with different levels of knowledge and to articulate key concepts in a concise and succinct manner * Working knowledge of designing for accessibility (e.g. ADA, 504, 508, WCAG, screen readers, etc.) * Strong organizational, planning, project management, problem resolution, and influencing skills with a capacity to scope/manage multiple projects, meet timeframes, and deliver outcomes * Demonstrated proficiency designing interactive training using authoring tools such as Captivate, Camtasia, Articulate, Canvas, HTML-based applications, Creative Suite, etc. * Advanced MS Word & PowerPoint skills * Strong quality assurance and editing skills * Demonstrated experience with Kirkpatrick L1-L4 evaluation techniques as it relates to the ongoing assessment of training deliverables * Working knowledge of publishing content to a Learning Management Systems (Cornerstone) * Working knowledge of collaboration tools (e.g. Teams, Zoom, etc.) * Experience facilitating learning sessions and conducting train-the-trainer workshops * Keeps current on best practices in instructional design * Uses analytical thinking and shows attention to detail * Ability to work independently with senior staff guidance and in multi-disciplinary team environments * Knowledge of digital learning principles and practices as well as current and future trends in digital technologies * Ability to assess priorities, exercise discretionary judgment, and negotiate for positive outcomes * Able to apply detailed integration of concepts, techniques, and theories of other disciplines to problems of learning, facilitation, and instructional design * Be able to produce recent work samples upon request _About the Massachusetts Rehabilitation Commission_: MRC provides services that break down barriers and empower people with disabilities to live life on their own terms.
