State of Massachusetts Training and Curriculum Design Manager in 600 Washington Street, Massachusetts

The Center for Staff Development (CSD) under the Executive Office of Health and Human Services (EOHHS) is seeking a dynamic and collaborative professional to provide training and organizational development services to both management and non-management employees across our secretariat agencies. The Training and Curriculum Design Manager will be a key advisor to the CSD leadership team and will be responsible for training activities associated with the design, development and delivery of assigned classes and eLearning programs.

CSD is a well-established staff and organizational development entity that delivers a broad range of capacity-building solutions to approximately 23,000 employees across our fifteen (15) agencies of EOHHS as well as several partner agencies. The CSD is part of the EOHHS Office of Human Resources and is a multi-agency, multi-organization statewide delivery system. The CSD collaborates with agency training units to develop and implement programs and initiatives that respond to the broad based needs of employees and to enhance the ability of our agencies to achieve their missions.

/_Duties and Responsibilities (these are a general summary and not all inclusive)_//:/

  • Design, develop and deploy innovative training solutions according to current pedagogical standards aligned with EOHHS stakeholders while following adult learning theory and best practices.

  • Partner with the Director, departmental staff, and Business Partners to assess, propose, develop and deliver classroom/virtual trainings, eLearnings (utlizing authoring tools such as Lectora or Adobe) and Train the trainer sessions.

  • Collaborate with departmental staff to manage the scheduling of classes and events by securing training dates and locations.

  • Conduct training content needs analysis and provide recommendations on delivery options or methodology.

  • Demonstrate a high degree of planning, organization and self-management to meet agreed upon milestones or deadlines.

  • Collaborate with workgroups and business partners across agencies and departments successfully to accomplish project goals or objectives.

  • Ensure equipment and reasonable accommodation needs are met; maintain class registration information, enrollment figures and data, instructor evaluations and feedback.

  • Analyze data, perform research and conduct behavioral observations to support improvements to current and future training needs.

  • Develop a hands-on approach to project management principles and content learning development.

  • Champion the needs of agencies and stakeholders throughout the development process; ensure what is delivered meets goals, objectives and agency missions.

/_Preferred Qualifications:_/

  • Advanced degree in Education and Curriculum Design.

  • Relevant work experience with Adult Learning theory and processes, eLearning development, and Instructor led training program design, development, and deployment.

  • Experience seeking and integrating feedback from multiple constituents.

  • Capacity to work collaboratively with a wide variety of staff demonstrating personal initiative as well as the ability to work well in a team.

  • Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Outstanding interpersonal skills and the ability to build relationships with a variety of stakeholders.

  • Capacity to manage multiple projects, tasks, and demands while meeting tight deadlines with minimal supervision.

  • Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration and partnership.

  • Strong public speaking skills with exceptional written and verbal communication skills.

  • Proficiency with Microsoft Office products including Excel, Outlook, PowerPoint and Word; Familiarity with an LMS, preferably Meridian/PACE.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
