State of Massachusetts Compliance Officer II- Enterprise Risk Management in Boston, Massachusetts

Position Summary Reporting directly to the Enterprise Risk Manager, the Compliance Officer II will assist in the development and implementation of the Enterprise Risk Management Program (ERM) alongside the ERM Manager. This role is vital to enhancing the ERM program by providing guidance on risk awareness, ERM concepts, risk mitigation activities, risk monitoring, reporting, and validation of risks throughout MassDOT. Compliance Officer II is responsible for coordinating and monitoring assigned activities to ensure effective operations and compliance with established internal standards. This position requires collaboration with multidisciplinary teams across all Divisions spanning all levels of staff and management. The core purpose of this role is to support the Divisions with adherence to ERM policies and procedures and assist in the implementation and ongoing management of the ERM Program. Duties and Responsibilities * Develop and continue risk communication across the Divisions and help communicate the value of the ERM Program and improve the risk culture across MassDOT. * Provide guidance on risk awareness, risk management concepts, and mitigation activities across the divisions. * Serve as the first point of contact for division personnel for questions and inquiries related to ERM activities. * Act as a liaison between the ERM program and other divisions, ensuring clear communication and adherence to internal standards. * Observe, interview, and evaluate various activities, services, or functions within the assigned ERM program area to ensure compliance with rules, policies, procedures, and program goals. * Conduct meetings and gather information through multiple channels to verify accuracy and authenticity of data. * Support the identification categorization, assessment, tracking, and monitoring of enterprise risks. * Support the identification and measurement of key risk indicators for the enterprise's emerging risks. * Help maintain ERM governance frameworks, standards, practices and work to increase risk awareness. * Monitor, report, and validate risks throughout the organization to ensure risk management practices are followed. * Assist the ERM Manager with recommendations on changes affecting the organization’s enterprise risk management posture. * Prepare detailed reports, maintain records, and attend meetings to discuss findings and recommendations. * Assist in formulating and putting into action plans to integrate risk management best practices into operations. * Review, analyzing, and identify risk information received through questionnaires/surveys. Preferred Qualifications * Knowledge of the principles and practices of Enterprise Risk Management * Knowledge of the methods of general report writing. * Ability to write concisely, express thoughts clearly, and develop ideas in logical sequence. * Ability to give written and oral instructions in a precise, understandable manner. * Ability to prepare general reports. * Knowledge of, and ability to prepare, charts, graphs, and tables in reporting. * Ability to determine proper format and procedure for assembling items of information. * Ability to maintain accurate records. * Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. * Ability to analyze and determine the applicability of data to make appropriate recommendations. * Ability to establish rapport and maintain harmonious relationships with others. * Ability to deal tactfully with others. * Ability to gather information by examining records and documents and by holding meetings to gather information. * Ability to exercise discretion in handling confidential information. * Ability to work independently and exercise sound judgment. * Ability to assemble items of information in accordance with established procedures.
