The HR Team Lead will oversee the MSRB (Massachusetts State Retirement Board) Training Team to develop and deliver effective training solutions that enhance employee skills, engagement and performance.The HR Team lead will collaborate with the various departments within the MSRB and Treasury to identify training needs, creating comprehensive training plans and ensuring continuous improvement of the Treasury’s Learning Management System.The HR Team Lead, MSRB Training oversees and provides training, instruction and support to MSRB staff, external business partners, and outside participating agencies.This position also includes responsibilities post implementation of the Massachusetts Retirement Information System (“MARIS”) in the areas including, internal staff training and implementation support for employers, Board staff, related agencies, and members using the member self-service portal.The HR Training Lead will assess MSRB’s continuing training needs in relation to its business processes, changes in retirement law, and new employee orientation. Essential Functions and Responsibilities: Training Development & Delivery: * Design, develop, maintain, implement and facilitate high quality training programs, orientation and educational materials for all levels of MSRB staff within stated deadlines related to Board business operations and in conjunction with MARIS application. * Remain current with MARIS program updates and applications, retirement law and rule changes and a general knowledge of each department within Board. * Design and develop engaging, high-impact learning content for both in-person and virtual training sessions. * Supervise and deliver innovative training programs across various formats (e.g., workshops, webinars, e-learning modules) to meet organizational needs. * Ensure training programs align with company objectives and are customized to different employee groups (e.g., leadership, new hires, technical teams). * Document business processes. Adhere to Treasury and MSRB employment policies. * Other duties as assigned by manager or director. Needs Analysis & Evaluation: * Conduct assessments to identify learning and development needs within the organization. * Monitor and evaluate the effectiveness of training programs, using metrics and feedback to make continuous improvements. * Analyze feedback and training outcomes to continuously improve the learning experience. * Collaborate with department heads and managers to identify skill gaps and develop targeted training plans. Learning Management System (LMS) Management: * Oversee the implementation, administration and maintenance of the Treasury LMS ensuring that it is user-friendly, up-to-date and effective in delivering training content. * Monitor employee training progress and provide reports to management on completion rates and success metrics. Collaboration & Stakeholder Engagement: * Identify appropriate training media and methodologies by collaborating with MSRB managers to conduct training needs assessments, identifying skill gaps and areas of improvement; * Work closely with other L&D team members, HR, and leadership to design programs that support business goals and promote a learning culture. * Prepare and present regular reports on training activities and outcomes. * Foster relationships with external trainers, consultants, and vendors to bring in expertise when necessary. * Promptly respond to and resolve inquiries from external agencies, retirement boards and retirement system members; * Provide coaching and support to managers to determine learning needs and development into their teams. * Offer constructive feedback and follow-up to ensure knowledge transfer and behavior change after training. Remote Learning Support: * Support remote employees by developing virtual training programs and ensuring they are inclusive, engaging, and accessible. * Utilize technology to create interactive, self-paced learning experiences for a hybrid workforce. Coaching & Feedback: * Oversee and manage the HR training team, ensuring they have the resources and support needed to execute training programs effectively. * Conduct regular performance evaluations for team members, providing constructive feedback and setting goals for professional development. * Assign tasks and projects to team members based on their strengths and workload, ensuring optimal team performance and efficiency. * Address and resolve any conflicts or issues within the team, promoting a positive and collaborative work environment. MARIS: * Provide ongoing assistance and technical support subsequent to activation of MARIS to employers, members of the retirement system, and related agencies. * Represent MSRB as needed in training sessions related to employer reporting, benefit calculation, transfer of data from HRCMS and UMass payroll reporting systems, and other functional areas. * Participate in MARIS development and testing sessions. Other Duties and Responsibilities: * Ability to travel, as required, to provide instruction and support to external employers, retirement board and related entities. * __Ability to work flexible schedule. Supervisory Responsibilities: * Training Team Staff : Learning & Development Specialists, Training COOP, Training intern * Strong people management and leadership skills Qualification & Skills: * Candidates with a bachelor’s degree or higher will be given preferred consideration, provided they meet the other qualifications outlined for the position. * Three to five or more years of experience as a trainer, experience with curriculum development, and leading and/or managing teams; * Ability to develop detailed knowledge of M.G.L. Chapter 32, MSRB regulations, policies and practices; * Familiarity in delivering and implementing web based applications or software training; * Experience in the field of retirement benefits administration, employer reporting, and payroll administration; * Ability to develop comprehensive understanding of MARIS; * Develop proficiency with OnBase ECM System * Ability to work consistently and effectively in a hybrid environment. * Strong verbal and written communication skills. * Ability to collaborate with staff at all levels of organization. * Strong understanding of instructional design principles and adult learning theories. * Experience with both in-person and virtual training delivery. * Skilled in Microsoft Office Suite, including Outlook, Office 365, OneDrive, Excel and Word. * Ability to become proficient in business-related software programs. * Experience with Learning Management Systems (LMS) and eLearning software (e.g., Cornerstone, Articulate, Captivate). * Proficiency with virtual training tools, i.e. Zoom, Microsoft Teams and other video conferencing software. * Expertise in creating engaging presentations using tools like PowerPoint, Canva and other similar programs. * Skilled in creating and editing videos, audio clips and graphics to enhance learning materials. * Knowledge of current learning trends, tools, and best practices. Physical Requirements: * Ability to lift up to 10lbs * Ability to sit for extended periods of time Hybrid Work Environment: All new hires at the Office of the State Treasurer and Receiver General (Treasury) will go through an In-Office Orientation Period consisting of a combination of virtual, in-person and on-the-job training so as to assimilate you to the Treasury’s culture and work environment. Following the initial In-Office Orientation Period a gradual transition to hybrid work will take place over the first 3-8 weeks of employment. The hybrid work environment will consist of a minimum of two (2) days in the office each week, with one of these days being either aMonday or a Friday.
