State of Massachusetts Instructor, Massachusetts Office of the Inspector General in Boston, Massachusetts

The Office of the Inspector General (OIG) seeks a self-motivated, energetic, detail-oriented individual to serve as an instructor in our training and certification program for public employees and other professionals.

The successful candidate will work in the Regulatory & Compliance (R&C) Division. The R&C Division manages the Massachusetts Certified Public Purchasing Official (MCPPO) training program. The MCPPO program is a statewide education and certification program that has trained over 20,000 participants since its creation in 1997. Its primary focus is to educate state and local employees to operate effectively, promote excellence in public procurement, and help the private sector understand state and local bidding requirements. Class topics include, but are not limited to, procurement practices, legal compliance, contract administration, public construction and design law, fraud prevention, and ethics.

The R&C Division also provides extensive assistance with respect to Chapter 30B of the Massachusetts General Laws, the procurement law that most municipalities and local jurisdictions must follow to acquire supplies, services and real property. As part of its activities, the R&C Division operates the Office’s procurement help line, conducts compliance reviews, interprets Chapter 30B and publishes the Office’s quarterly/Procurement Bulletin/.

The successful candidate will:

  • Serve as a classroom instructor.

  • Revise and update existing curriculum.

  • Develop new program curriculum (instructional design).

  • Draft, edit and update class material.

  • Ensure that all class materials comply with the program's quality and certification standards.

  • Some in-state travel is required.

The successful candidate will also have the opportunity to:

  • Provide advice to public officials about public procurement matters.

  • Represent the OIG at meetings and outside speaking events.

Required Qualifications:

  • At least 2 years of full-time (or equivalent part-time) professional experience, with an emphasis in public or business administration, communications, procurement/purchasing or other relevant industry or discipline.

  • Bachelor's degree.

  • Prior teaching, training or presentation experience.

  • Demonstrated ability to present professional education programs in a classroom group setting.

  • Demonstrated ability to develop curriculum.

  • Excellent written and oral communication skills.

  • Strong interpersonal skills.

  • Ability to work and collaborate in a team environment.

  • Exemplary time-management skills with an ability to handle several objectives concurrently.

  • Ability to work independently and to be a self-starter

  • Strong attention to details.

  • Valid driver's license.

Preferred Qualifications:

  • Proficiency in the Commonwealth's public procurement and public construction laws or knowledge of public procurement, public construction or a similar field.

  • Experience working in municipal or state government in Massachusetts.

  • Classroom teaching experience.

  • MCPPO certification.
