Job Description: The Department of Energy Resources is seeking a Solar for All Program Coordinator to assist in the implementation of the program. Elements of program implementation include coordinating with SFA coalition partners, program design, implementation, coordination with other program partners (such as DOER’s legal team, Massachusetts’ Electric Distribution Companies and the SMART Program Administrator), compliance and reporting efforts, stakeholder engagement, and ongoing policy development. This position is under the direct supervision of the Solar for All Program Manager in the Renewable Energy Division. As such, the Solar for All Program Coordinator will report to Solar for All Program Manager on all issues requiring management guidance and will receive from the Solar for All Program Manager guidance regarding the direction of the Division and Department overall. The Solar for All Program Coordinator will report to Division leadership as necessary. Responsibilities Include: * * *Provide comprehensive support to coordinate day-to-day activities of Solar for All program, including: o Provide timely responses to inquiries from applicants, potential applicants, awardees, and other program stakeholders. o Alert program team to potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolution. o Maintain supporting files on specific programs, including tracking files and key business documents for project and program metrics, and ensure proper processing and archiving. o Record and maintain awards and invoices in the award management system, assist project teams to monitor their contracts and awards, ensure project/contract integrity, and track results. o Organize and participate in stakeholder meetings with awardees, potential participants, community members, consultants, installers, and other industry members. o Work with the communications team to update program information on the website, send emails about program updates to stakeholders, and engage in awardee storytelling including blogs. o Assist in the collection and reporting of program metrics. o Review applications for quality and compliance with program requirements. o Manage application queues and tracking. * Provide support for Program Development, including: o Conducting research, supporting stakeholder outreach, drafting program requirements. o Maintaining internal schedules, development steps, and external communications. o Proactively review, adjust, and enhance existing program administration workflow and tools in response to program design changes or opportunities for operating efficiency. * Provide coordination and leadership to the program team including: o Monitor project schedules and run reports to track project status, results, and internal operating efficiency; and o Perform additional tasks or engage in applicable research as assigned by the Solar for all Program Manager and Division leadership. Preferred Qualifications: * * Knowledge of Massachusetts renewable energy landscape (with an emphasis on solar PV) * Knowledge of the Solar Massachusetts Renewable Target Program * Knowledge of the EPA’s Solar for All program * Experience in state policy, regulatory proceedings, and program implementation * Strong analytical and writing skills * Knowledge of excel and data analysis * Organized with proven project management skills * Excellent problem solving and analytical skills * Experience with public speaking * Experience integrating equity and environmental justice principles into policy or programs * Knowledge of the principles and practices of project management including planning, forecasting, contracting, budget management, etc. * Knowledge of the methods of general report writing. * Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. * Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to gather information by examining records and documents and by speaking with individuals. * Ability to assemble items of information in accordance with established procedures. * Ability to determine proper format and procedures for assembling items of information. * Ability to maintain accurate records. * Knowledge and ability to prepare and use charts, graphs and tables. * Knowledge and ability to prepare general reports. * Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence. * Ability to follow written and oral instructions. * Ability to communicate effectively in oral expression. * Ability to adjust to varying or changing situations to meet emergency or changing program requirements. * Ability to exercise sound judgement. * Ability to exercise discretion in handling confidential information. * Ability to coordinate the efforts of others in accomplishing assigned work objectives. * Experience fostering diversity and inclusion within teams * Knowledge of Massachusetts energy stakeholders *Please provide a Resume and a Cover Letter describing your interest in the position as attachments marked “as relevant” to your application. * *Important note: This position is currently set up as a term-limited full-time employee (FTE) position through December 2029, contingent on the availability of federal funding under the Inflation Reduction Act. * *First consideration will be given to those applicants that apply within the first 14 days. * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.* III.
