Summary

The incumbent serves as a Training Specialist within Claims Adjudication and Reimbursement (CAR). The incumbent is a representative in the field and is responsible for multiple programs to ensure programs are administered efficiently, cost-effectively, and in compliance with appropriate regulations and laws. Incumbent will serve as the trainer and professional development specialist, while applying professional knowledge that promotes positive growth and development of all staff.

Responsibilities
  • Formulates training outlines and materials, writes lesson plans and determines instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
  • Delivers group and individual instruction and training covering a range of technical, operational, and/or management areas in a specified field.
  • Ascertains specific needs for training, determines the objective and scope of annual training topics; develops, revises, and/or adapts curriculum to suit staff changing needs and to capitalize on special interests.
  • Selects or develops training aids, including training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
  • Works with Directors to coordinate appropriate time to conduct staff/provider/volunteer training.
  • In conjunction and coordination with supervisors, develops training plans for employees who require remedial and/or Personal Improvement Plan training. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

EDUCATION:Undergraduate and Graduate Education: Major study education or a subject area related to the position to be filled (Training Specialist)

EXPERIENCE:**Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: *Teaching or instructing in an adult education program, secondary school, college, military installation or industrial establishment in the appropriate field(s). *Supervising or administering a training program. *Development or review of training/course materials, aids, devices, etc., and evaluation of training results. *Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 07 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

GS-07 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Training Specialist, GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 05 level in Federal service to qualify at the grade 07. Examples of specialized experience include: 1. Develop, deliver, and evaluate training products for nationally distributed departments employees in the field. 2. Prepares and presents courses and course materials to large groups of adult learners, including other instructors in both classroom and distance-learning environments. 3. Producing complete, self-contained training products (courses, aids, methods, training plans, training sites). 4. Administers training assessments, conducting evaluations and measuring performance results. 5. Work effectively with a wide range of constituencies in a diverse community. **OR

Education (TRANSCRIPTS REQUIRED):** Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Training Specialist position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-05 (50 percent of the experience requirement for GS-07) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-07) would qualify for a GS-07 position.

**Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year).

Analyzes current guidelines and training manuals and makes recommendations for changes or modifications. 4. Provide guidance to senior management in the evaluation and resolution of all operational training issues. 5. Collaborate with management in the evaluation and resolution of all operational training issues. OR

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Training Specialist position. *A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.*

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Work is sedentary in nature with normal amounts of walking, standing, bending and carrying light items. No special physical demands are required.
