Additional Qualifications:

Master’s degree in public policy, international development, or related field is strongly preferred. Strong interest in public policy and economic development. . 3-5 years of related experience strongly preferred. Candidate must have a strong ability to integrate research and policy into clear and compelling written materials geared towards technical and non-technical audiences. The candidate should be well organized, able to prioritize, have a strong attention to detail, and manage multiple assignments simultaneously. The position requires strong interpersonal skills and the ability to interact well with faculty, staff, students, and research partners. Experience in private sector and staff management will be evaluated favorably. Experience working in Saudi Arabia or other Gulf countries desired. The ability to read and speak Arabic is highly desired. Excellent English oral and written communication skills

Stakeholder Engagement and Relationship Development

  • Work with EPoD Faculty Directors, affiliated research faculty and other portfolio staff to develop new large-scale research and training engagements in Saudi Arabia in related topic areas, in addition to providing strategic support to the progress of existing engagements.

  • Manage and expand collaborations with policy and research stakeholders, build and maintain productive relationships with current and potential funders, and effectively represent EPoD and faculty researchers at relevant conferences and in meetings with senior policy partners.

  • Develop and maintain other internal and external constituent relationships.

Will be required to travel to and spend extended time in Saudi Arabia, up to 25%.

This position is a fully benefits eligible term appointment ending one year after date of hire with the strong possibility of renewal.

Evidence for Policy Design (EPoD) at Harvard Kennedy School is a young, dynamic research initiative that brings analytical insights, typically from economics, to the design and implementation of public policies and programs around the world. EPoD directly engages with governments and local organizations to identify key questions, design innovative new policies or interventions, and test these using the tools of economics and data analysis, including large field-based experiments. Current research topics at EPoD include governance, education, entrepreneurship, labor markets, health, agriculture, sustainable development, and access to finance.

EPoD is currently seeking a Cambridge-based Research Manager to oversee a growing portfolio of EPoD research and policy activities focused on Saudi Arabia. Reporting to the Senior Program Manager for the MENA region, the Research Manager will lead important research and policy outputs, including policy briefs, presentations, op-eds, and white papers with the Saudi Ministry of Labor & Social Development and the Ministry of Education. In addition, the Research Manager will manage research and content-driven components of the portfolio’s large-scale research engagements, liaising with policy stakeholders and researchers from Harvard and other leading academic institutions. At the outset, the Research Manager will spend the majority of her/his time dedicated to EPoD’s policy research initiatives in Saudi Arabia to generate in-depth knowledge of current labor market and education policy constraints. The candidate will have the opportunity to convey this knowledge to policymakers in impactful and innovative ways to help shape significant policy discussions and build policymakers’ capacity to leverage the research evidence. This position is based in the U.S. but requires travel to Saudi Arabia and potentially other locations.

Portfolio Operations and Management

  • Develop and manage the policy outreach and communication strategy for this portfolio, including synthesizing research findings, overseeing development of data-driven content such as policy briefs, insights, and other communications pieces, and managing social media engagement.

  • Manage content-driven areas of the portfolio’s research and policy activities in coordination with faculty, the Senior Program Manager, Cambridge-based and field staff, and project stakeholders.

  • Drive forward assigned project and initiative objectives for successful completion, drawing in and synthesizing inputs from a range of team members, collaborators, and partners, as needed.

  • Work closely with faculty researchers to develop policy briefs, presentations, and other publications as well as to provide feedback to other staff involved in developing these outputs.

  • Collaboratively develop research and policy proposals (e.g. draft, edit, and proofread presentations, reports, grant proposals, and supporting documents for EPoD initiatives and specific research projects, including managing grant application processes).

  • Develop and drive forward website content and overall communications to effectively present research and policy activities and priorities to outside audiences (e.g., policy counterparts and current/potential funders).

  • Design and implement systems for secure data management and ethical use of human subjects in large field-based research studies, including coordinating data access for team members and training them on data management systems.

  • Oversee and manage the design and implementation of policy workshops and other events.

  • Management of award compliance with a complex landscape of unique funders and donor requirements, finances and reporting.

  • Accomplish other related duties, as required.
