DEFINITION Provides administration and professional assistance to the Library Director in the direction and supervision of the Library system. Performs managerial duties related to personnel, public services, programming, scheduling, building maintenance, and technical services. The Assistant Director assumes the responsibilities of the Director in the Director's absence. Assists with planning, organizing and supervising the daily operational activities of the main and branch libraries. Schedule of hours is flexible to provide supervision and coverage during late afternoon and evening hours of operation. ESSENTIAL FUNCTIONS - Assists with overseeing the day to day operations of the Library. - Sets goals, and standards for branch operations, services and collections. - Oversees and coordinates after school activities with Youth Services. Addresses behavioral concerns and maintains contacts with City departments to establish effective resolutions. - Works with the Director in the implementation of procedures and goals as well as policies, as established by the Library Board of Trustees. - Assists in the formulation of annual goals and objectives that support the Library systems' mission and meet community needs. - Works with staff and customers to evaluate and resolve recommendations and concerns. - Provides input to the annual operating budget and assists with monitoring budgetary expenses. - Assists the Director with the financial management of the collection development process. - Works with the Director to establish and review collection development policy for the main and branch libraries. - Reviews collection de-ascension needs and performs acquisitions process in order to maintain the timeliness of the collection. - Plans, organizes, and implements special projects as needed or determined by the Director. - Coordinates the use of the meeting rooms and other library facilities for community or library sponsored programs, as needed. - Coordinates programming to ensure adequate use of facilities and funding, availability of staff, service to various user groups. - Seeks and manages grants which may include private as well as LSTA. - Assists with ongoing communication with staff regarding policies and procedures. - Plans and organizes special programs involving the use of library resources. - Oversees the marketing of library services to the community. - Participates in the hiring process to fill vacancies. - Assists in the evaluation of staff performance for the purpose of promotion and retention. - Provides supervision and training to librarians, library associates, custodians, and parttime employees. - Prepares monthly & annual statistical reports for the Director - Provides reference assistance as needed. - Administers volunteer program. - Assumes responsibilities of the Director in the Director's absence. - Performs other related duties as necessary. EDUCATION AND EXPERIENCE A Master's Degree in Library Science is required with 5 years of library experience, and at least 3 years of supervisory and management responsibility. SUPERVISION EXERCISED The supervisor, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. The employee gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions and has substantial responsibility for technical soundness of subordinates' work.
