Greater Lawrence Community Action Council Early Learning Education Manager in Lawrence, Massachusetts

Job Summary: The Early Learning Education Manager is responsible for the overall planning, organization, implementation, coordination, evaluation, and ongoing administration of the education services through a solid understanding of the Creative Curriculum®, Head Start Performance Standards; Head Start Child Development Outcomes; Classroom Assessment Scoring System (CLASS), QRIS, NAEYC, and developmentally appropriate school readiness practices. The Education Manager will assure training and technical assistance for Head Start/Early Head Start, Child Care, and LEAP staff to ensure education staff is achieving program goals and objectives, including School Readiness Goals. The Early Learning Education Manager will collaborate with the Early Learning Director, Head Start Managers, and the education team to plan programming, resolve complex issues, and ensure compliance with Head Start Program Performance Standards and DEEC regulations.

Key Responsibilities:

  • Actively participate as an integral part of the Head Start Senior Management team.

  • Monitor education services to ensure compliance with Head Start Performance Standards, Agency/Program Policies and other regulatory factors.

  • Maintain MA center licensing and NAEYC accreditation through documentation, adherence to timelines, annual reporting, and periodic visits.

  • Serve as an active advocate for the program by participating on local councils, boards, and associations.

  • Work in partnership with other program managers to plan and implement comprehensive services to children and their families, including services for children with special needs.

  • Oversee performance of Child Development Coaches and Peer Mentor, assuring fidelity to the adopted model, including implementation and training.

  • Assure quality in toddler program through oversight of the Early Head Start content area.

  • Complete monthly reports and monthly case management meetings as required.

  • Support school readiness activities and parent engagement.

  • Responsible for developing annual School Readiness Goals and Implementation Plan, utilizing the results of child outcomes data.

  • Ensure that center-based home visits and parent conferences are done per HS/EHS requirements and that conferences are used to discuss children’s individual development and progress. Ensure that parents and families are supported in the development of their observational skills, and that these observations are solicited by the education staff.

  • Work with Child Development Coaches in the oversight of all classroom practices, lesson plans, daily schedules, routines, and transitions, and monitor adherence to program policies and curriculum fidelity for HS and CCC.

  • Supervise the implementation of the Infant/Toddler Environmental Rating Scale (ITERS) and the Early Childhood Environmental Rating Scale (ECERS) observations in all classrooms. Coordinate with Director of Early Learning in making purchases.

  • Work with LEA’s to identify local kindergarten readiness requirements and align School Readiness Goals with local requirements.

  • Coordinate kindergarten transition activities at all levels.

  • Work collaboratively with other content area managers to plan education services integrated with health, mental health, dental health, nutrition, parent engagement and social services.

  • Promote professional development and career advancement for all education staff including CCC,

  • through the coordination of individual professional development plans that include goal setting, identification of training needs and assistance with accessing educational opportunities.

  • Assure required credentialing for all education staff.

  • Evaluate performance of teaching staff and recommend action steps.

  • Ensure files related to content area and documentation are complete, accurate, and maintained in a confidential manner.

  • Oversee classroom practices, lesson plans, daily schedules, routines, and transitions to assure their adherence to program policies and curriculum fidelity at the Child Care and LEAP Centers.

  • Ensure delivery of pre-service and in-service training sessions for education staff.

  • Engage in ongoing monitoring of program operations in collaboration with management team.

  • Ensure effective operation of current programs. Assist with design and implementation of new initiatives.

  • Remediate areas of non-compliance, should they occur, and incorporate recommendations for planning program improvement.

  • Other duties as assigned based on the program’s needs.


Skills & Qualifications:

  • Bachelor’s Degree in Early Childhood Education, plus minimum of ten years supervisory/management experience in areas related to building strong Early Childhood teaching teams, preferably in a Head Start program.

  • DEEC Director II qualifications required, and knowledge of DEEC & Head Start regulations, NAEYC credentialing.

  • Must have excellent communication, organizational, and leadership skills.

  • Ability to multi-task at a very high level as a manager, team player, mentor, while providing leadership in Early Childhood Educational Best Practice.

  • Must have use of a car/means of transportation and valid Driver’s License.

  • Flexible schedule is required to meet the needs of our children and families; including some evenings/weekends.

  • Bilingual (English/Spanish) desirable.

  • CPR and First Aid certificate preferred or ability to maintain CPR/ FA within 30 days of hire.

  • Show documented proof of current physical exam, negative TB test and proof of MMR immunity. (Hepatitis B immunity is advisable).

  • Must have a suitable CORI, SORI, Fingerprint & DCF background check on file prior to employment.

  • Must have a suitable fingerprint check completed within the first thirty (30) days of employment.


Supervisory Responsibility: Child Development Coaches; Peer Mentor.

Travel: Is required for trainings, meetings and to visit other sites.

Physical Demands: This job regularly requires the employee to sit, walk and stand as well as use hands repetitively to handle or operate standard office equipment. The employee is occasionally required to kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Work Environment: This job operates in a professional office environment and uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, fax machines.
