State of Massachusetts Full-Time Executive Director of the Center for Adult Education in Lawrence, Massachusetts

Our suburban Haverhill campus sits on 106 acres near Kenoza Lake, and features a Technology Center and an award-winning Student One-Stop Center. Our urban campus in Lawrence occupies a number of buildings in the heart of downtown. Most recently, we have constructed a new 44,000 square foot health technologies facility, the Dr. Ibrahim El-Hefni Allied Health & Technology Center. Both campuses are a short drive to Boston and to the beaches and state parks along the coast. POSITION:Full-Time Executive Director of the Center for Adult Education:Director; Center for Adult Education; Lawrence Campus (420 Common St); 37.5 hours/week, Non-Unit Professional Position SUMMARY:The Executive Director (ED) serves as a member of the senior leadership team within the Center for Adult Education (CAE), reporting to the Vice President of Lawrence Campus and Community Relations. The ED is responsible for overseeing the effective project planning, financial and grant management, and administration of adult education initiatives, ensuring compliance with funding requirements, and promoting all duties and operations for educational programming within the CAE, including Essex County Corrections, to ensure effective planning, management, and administration of adult basic education initiatives. The successful candidate will possess strong organizational, managerial, project management, financial and collaborative skills, and develop and implement long-term strategies to achieve the Center’s mission and goals. The Director of Essex County Sheriff’s Corrections Educational Programs will report directly to the Executive Director. SALARY:Anticipated starting salary range is $105,000 - $115,000 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits. ANTICIPATED START DATE:ASAP RESPONSIBILITIES: · Develop and implement long-term strategies to achieve NECC’s mission and goals for Adult Education program policies, procedures, and documentation in compliance with state and federal regulations, including identifying systems for efficient program administration, record-keeping, data management, financial management, grant management, and reporting for English Language Learner workforce training programs to make data-driven decisions to continuously improve program effectiveness and student outcomes. · Ensure compliance with legal, regulatory, and ethical standards and provide regular updates to the VP related to adult education and funding requirements. Identify potential risks and challenges to program success and develop strategies to mitigate them. Implement appropriate policies and procedures to minimize program risks and ensure the safety and well-being of participants and staff. · Lead the writing and programmatic and budget content development for all managed proposals, working in collaboration with the Grant Office and Finance, with a focus on securing DESE grants. Identify new funding sources to support adult learners in pursuit of college preparation, career readiness, and advancement toward employment. · Provide Corrections and DESE staff supervision, make hiring decisions, and offer ongoing coaching, professional development, and performance evaluations for program staff. Collaborate with coordinators and staff to develop and implement a cohesive plan of professional development activities within all programs. Coordinate mandated DESE professional development and other growth opportunities for all staff. · In collaboration with the Provost and his leadership team, help develop and oversee a transition plan for Center for Adult Education students interested in continuing their education at Northern Essex Community College academic programs. Work closely with academic deans, academic advisors, faculty and staff to design educational programs and support services for adult learners. · Represent the CAE’s interests and advocate for adult education and ESOL workforce training programs through collaboration with community organizations, agencies, and businesses and develop a continuum of educational and career opportunities that align with needs. Establish and maintain strong relationships with community organizations to enhance program effectiveness and expand opportunities for adult learners. · Develop and maintain monthly grant/program status reports mechanisms for the Vice President. · Design, project manage, and implement program and grant initiatives, ensuring effective delivery of all educational programs run by the CAE, with a focus on DESE-funded programs: Adult Basic Education programs, English for Speakers of Other Languages (ESOL), High School Equivalency (HSE), Mass Step, and Transition to College. · Provide overall leadership, mentoring, professional development, and performance evaluations for all managed staff. Collaborate with coordinators and staff to develop and implement a cohesive plan of professional development activities within all grants/programs. Coordinate mandated DESE professional development activities within all grants/programs. Foster a positive and collaborative work environment that supports staff growth and engagement through teamwork, excellence, innovation, and collaboration. Set clear expectations and goals for the team and ensure their successful implementation. Advocate for quality working conditions to ensure the success of the Lawrence Campus and Community Relations. PLEASE APPLY VIA THE LINK BELOW: MINIMUM QUALIFICATIONS: · Bachelor's degree in Education, Administration, or a related field, with a minimum of five years’ experience as a teacher/counselor or program/grant manager. · Proven ability to fiscally and administratively manage grants with complex state and or federal requirements. · Experience managing Adult Education programs, preferably funded by MA DESE or other state/federal agencies, with strong knowledge of adult education principles, instructional methodologies, and curriculum development. · Proven experience in staff supervision, performance management, and professional development. · Proven project management director success. · Excellent organizational, leadership, and problem-solving skills. · Strong written, verbal, and interpersonal communication abilities. · Proficiency in data analysis and reporting. PREFERRED QUALIFICATIONS: * * · Master’s degree in Education, Administration, or a related field · At least 5 years of experience working in Adult Basic Education programs or grants, or working in the MA Department of Elementary and Secondary Education (DESE) system, with strong knowledge of instructional methodologies and curriculum development. · Familiarity with state and federal regulations governing adult education programs, including MA-ELPS and the College and Career Readiness Standards for Adult Education (CCRSAE), FERPA, and ADA laws · Experience working with and supporting a culturally diverse population in a Hispanic-Serving Institution. · Experience using LACES. · Knowledge of TABE CLAS-E and Accuplacer testing. · Bilingual (Spanish/English) · Experience working with and supporting a culturally diverse population BACKGROUND CHECK:Candidates will be required to pass a CORI and SORI check as a condition of employment.
