State of Massachusetts Group and School Age Licensing Supervisor in Lawrence, Massachusetts

The Department of Early Education and Care (EEC) is an agency focused on building a coordinated, comprehensive system of early education and care services in Massachusetts. EEC seeks to hire aGroup and School Age Licensing Supervisorto join its’ Northeast Region Office. The Group and School Age Licensing Supervisor supervises and coordinates regional child care (group child care and school age child care) licensing activities. The incumbent provides technical assistance and consultation, participates in policy development, and performs related Group and School Age Licensing work as determined. Detailed Statement of Duties and Responsibilities: * Manages activities related to the inspection, study and evaluation of child care facilities required to be licensed by the Commonwealth. * Supervises trains and evaluates Group and School Age child care licensing staff. Involved in decisions pertaining to licensors, including hiring of licensors, performance review, and assessment of potential issues with employee competencies. * Review and approve work assignments, issuing of licenses, investigation activities and recommendation for enforcement. Monitor licensors’ work; and ensure the timely completion of licensing work including the renewal and issuance of licenses and the investigation of complaints. * Supervises and conducts licensing studies or focus visits as necessary. * Supervises and may conduct licensing and complaint investigations against licensed and unlicensed facilities including but not limited to allegations of inadequate health and safety, inappropriate behavior management, physical, emotional, and sexual abuse, unlicensed care, and regulatory violations, including pilot programs. * Writes extensive reports documenting investigations. * Participates in the coordination of contacts with other state and local agencies related to child care facilities. * Refers cases of non-compliance of regulations for appropriate enforcement action. * Participates in the development and implementation of deficiency correction orders, formal complaints, pre-hearing conference, hearing proceedings and Court proceedings. * Testifies at hearing and in court matters related to child care cases. * Coordinates the dissemination of child care program information to other agency units. * Participates in developing statewide in-service training, policy formulation, proposed regulations, and standard operating procedures. * Collects, compiles, prepares, and disseminates statistical reports on child care licensing activities. * Active member and contributor of the Supervisors and Management team * Other duties as assigned Preferred Qualifications: * Considerable knowledge of the principles, practices, methods, trends, standards, prototypes and organization of group and school age child care programs. * Ability to communicate technical information effectively in writing and oral expression. * Ability to communicate facts of a case to take appropriate action. * Ability to gather and analyze information through observation and interviewing and by examining records and documents. * Ability to make decisions (including decisions about health and safety of children) in stressful situations. * Ability to deal constructively with conflicts and confrontations. * Ability to deal tactfully and maintain harmonious working relationships with licensees, local inspectors, and co-workers. * Ability to prepare detailed written reports which represent facts accurately and objectively. * Knowledge of the principles, practices and techniques of regulation and investigation procedures and interviewing techniques. * Knowledge and understanding of current educational standards, trends, research, and best practices as they apply to child growth and Development. * Ability to handle stressful, emergency or crisis situations * Ability to maintain accurate records. * Ability to communicate technical information clearly and concisely. * Ability to be organized, self-motivated, self-directed and to work independently toward the accomplishment of short-term objectives and long-range goals. * Ability to use computer software. * Ability to determine subordinates' training needs; coach and provide or arrange for needed training. * Ability to motivate subordinates to work effectively; assess staff ability to work independently and make decisions in line with agency’s goals and objectives. * Ability to make decisions pertaining to personnel, including hiring of licensors, conducting performance reviews, implementing progressive disciplinary measures, assessing potential issues with employee competency; enforcing adherence to agency policies; assessing work performance to ensure policies are procedures are applied consistently. Minimum Entrance Requirements: Applicants must have a Bachelor’s degree or higher and (A) at least five (5) years of full-time or equivalent part-time professional experience in the childcare field, including early childhood education in a nursery school, kindergarten, child development center or educational institution, family childcare or school age childcare; in residential or human services; or investigative, law enforcement or regulatory administration work, of which (B) two (2) years must have been in a leadership or supervisory capacity which may include classroom supervision and operating a child care program. Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
