State of Massachusetts Contracted Literacy Program Specialist in Malden, Massachusetts

AS A STATE CONTRACTED EMPLOYEE, YOU MUST PARTICIPATE IN DIRECT DEPOSIT AND CONTRIBUTE TOWARDS THE COMMONWEALTH OF MASSACHUSETTS STATE ALTERNATE RETIREMENT PLAN, ("OBRA PLAN"). * The Office of Educator Effectiveness is seeking a contracted employee to support a robust portfolio of work aimed at ensuring all students in Massachusetts have “[a]n excellent education in English language arts (ELA) and literacy,” as laid out in the MassachusettsLiteracy Strategic Plan. Specifically, this individual will work closely with colleagues from the Office of Educator Effectiveness and the Office of Literacy and Humanities to support the preparation and development of teachers in support of this commitment. This is a two-year position and is ideal for an individual with experience or interest in educator preparation, early literacy, and someone looking to begin having an impact at a state agency. The Office of Educator Effectiveness and the Office of Literacy and Humanities sits within DESE’s Center for Instructional Support. Working to improve the quality of educator preparation in Massachusetts is a key strategy in our commitment to disrupt systems of oppression and close persistent opportunity gaps in our state. This includes ensuring that educators are prepared in accordance with evidence-based instructional practices relative to reading and writing. DESE was also recently awarded a $20M grant from the federal government to support literacy in Massachusetts. Over the next 5 years, this grant award will allow DESE to offer numerous new supports to preparation programs and K12 schools, including technical assistance, professional development, and resources to strengthen programming. The Specialist in this role will work to support significant programmatic shifts and supports in teacher preparation within this portfolio. The contracted literacy program specialist will work in the Department’s Center for Instructional Support and will be based at the DESE office in Malden, MA. All agency employees are currently working via a combination of in-person and telework. *Description of Duties / Essential Functions 1. Manage the implementation of state policies and resources in educator preparation associated with the Department’s goal of ensuring that the majority of Early Childhood, Elementary, and Moderate Disabilities teacher candidates in Massachusetts are being prepared (through coursework and opportunities for practice and high-quality feedback) in accordance with the principles of evidence-based early literacy instruction. 2. Work directly with educator preparation faculty and leadership, as well as K12 educators, to support their work and monitor progress in order to continually adapt and improve DESE’s programming and support. 3. Oversee an external vendor around strategic planning and the implementation of formative feedback reviews in relevant educator preparation programs. 4. Plan and execute external stakeholder engagements, including but not limited to advisory group meetings, small to mid-size meetings and convenings, and focus groups each year, including responsibility for event logistics as well as content. 5. Contribute to the development of state policy related to early literacy instruction in educator preparation. 6. Contribute expertise to various projects within the Center for Instructional Support and across the agency, in service of Massachusetts educators and students. Minimum Qualifications required at hire: * Demonstrated experience managing projects * Familiarity or experience with educator preparation in Massachusetts Preferred Qualifications: Below are characteristics we will look for in the selection process.
