State of Massachusetts Educator Effectiveness Implementation Manager in Malden, Massachusetts

We aredriven by a belief that each and every student in the Commonwealth can thrive through access to diverse and effective educators, defined as educators who nurture and cultivate academic achievement, cultural and linguistic competence, sociopolitical awareness, and emotional intelligence.For more information about our office, visit As a key member of the leadership team reporting to the Director of the Office of Educator Effectiveness, the Educator Effectiveness (EE) Implementation Manager will have responsibility for managing two key portfolios in the Office: the educator preparation portfolio and the K12 policy implementation portfolio.With a focus on ensuring coherence and alignment to regulatory expectations and agency priorities, the EE Implementation Manager will be responsible for overseeing the development and implementation of initiatives such as the redesign of program approval expectations for educator preparation programs to center anti-racism, and the integration of evidence-based practices, such as curricular literacy and evidence-based early literacy instruction, into expectations for all educators. The EE Implementation Manager will also be charged with ensuring cross-team coherence within the Educator Effectiveness team to support our mission in partnership with the Director of EE Policy, Assessment, and Research, and serving as a spokesperson of our work both within the Department and outside with partners and key stakeholder groups in the field. This individual will serve on the Center for Instructional Support’s management team to support planning and strategic management and deployment of resources, and promote cross- team coherence in our initiatives in service of meeting the Academic Vision of the Department ( In service of these objectives, the selected candidate will perform the following functions: * Manage the Office of Educator Effectiveness’s highest priority initiatives, including the update of program approval processes for educator preparation providers to center anti-racist and evidence-based instructional practices. * Supervise a small team of K12 and educator preparation project coordinators and specialists, including performing employee performance reviews and holding weekly supervisory meetings with staff. * Support and hold accountable EE staff in managing projects through a racial equity focus, along with meeting ambitious project goals. * Collaborate with the Director of the Office of Educator Effectiveness and the Director of Educator Effectiveness Policy, Assessment, and Research to advance our mission and make ambitious impact, including ensuring cross-team coherence in our projects and policies; ensuring adequate staffing and resources for key initiatives; and contributing to a team culture that cultivates trust, collaboration, and inclusivity. * Engage in internal strategic planning as a member of the larger CIS manager team, serving as a representative of EE K12/Preparation initiatives within CIS and engaging in cross-team strategic decision making and planning, problem-solving, and idea generation. * Serve as an external spokesperson for Massachusetts’ work in strengthening educator effectiveness policies in service of students of color and promoting racial equity, with particular focus on the evolution of educator preparation policies and expectations. * Serve as EE liaison (or manage the liaison(s)) to the following DESE centers: Center for District Support, specifically the Statewide System of Support and the Office of Accountability; Center for Strategic Initiatives; and Kaleidoscope Collective for Learning. * Where necessary, support and/or lead the work of recruiting, interviewing, hiring and inducting new staff. * Perform other duties as required. This position is based in Malden. Staff are currently operating within a hybrid model, telecommuting up to three days per week. Based on assignment, travel throughout the Commonwealth may be required. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
