The Massachusetts Department of Higher Education * The Massachusetts Department of Higher Education (DHE) is the staff to the 13-member Board of Higher Education (BHE). The Board of Higher Education is the statutorily created agency in Massachusetts responsible for defining the mission of and coordinating the Commonwealth’s system of public higher education and its institutions. To that end, the programs and services of Massachusetts higher education must meet standards of quality commensurate with the benefits it promises and must be truly accessible to the people of the Commonwealth in all their diversity. *The Massachusetts Office of Student Financial Assistance A division of the Department of Higher Education, the Massachusetts Office of Student Financial Assistance (OSFA) mission is to promote and enhance access to higher education by delivering quality student financial aid information and services to residents of the Commonwealth, and thus ensuring that they have an opportunity to enrich their lives and contribute to the economic development and social progress of the state. OSFA is primarily responsible for the management and oversight of all state funded financial aid programs and advises the Board of Higher Education about financial aid policy matters of concern to the Commonwealth of Massachusetts. In addition to its financial aid responsibilities, OSFA is the principal agency for promoting access to higher education through early awareness initiatives that foster the recognition of college as a viable postsecondary option and the availability of financial aid resources to help students and families meet college costs. The Senior Program Manager is responsible for coordinating daily activities for state financial aid programs specifically geared to the Commonwealth’s workforce development initiatives. These programs include the Early Childhood Educators Scholarship and the Paraprofessional Teacher Preparation Grant. The Senior Program Manager also provides some support with the administration of other statewide financial aid programs through the processing and reconciliation of detailed of those programs’ payment data in the Commonwealth’s accounting system, MMARS. The Senior Program Manager supports the Department of Higher Education’s efforts to align its financial aid programs with the agency’s equity strategic plan. Essential Job Functions: * Manage the application review and approval process, including the awarding and disbursement of funds, for the state’s Workforce Development financial aid programs * Perform administrative tasks related to the management of the workforce programs, to include data entry, follow-up communication with institutions and applicants, and processing incoming correspondence * Track the fulfillment of service obligations and/or repayment of scholarship and grant funds to ensure compliance and accountability with guidelines for all Workforce Development programs, as required * Assist with data maintenance, reports, and queries as requested by stakeholders, and as required for annual reporting * Provide support for specific projects related to the DHE Equity Agenda and other DHE/OSFA priorities related to Workforce Development initiatives * Assist with financial aid programs’ electronic payments and reconciliation processes as well as year-end data collection efforts. * Assist with background research and related tasks that will help guide the development of policy recommendations and initiatives designed to promote equity and enhance student success, as part of the department’s equity strategic plan * Support the staff in other endeavors, such as making annual updates to web-based communications, contribute to statewide training workshops and other office-wide efforts, to ensure OSFA continues to maintain an environment that promotes integrity and quality in the delivery of its services. Non-essential Job Functions: * Other duties as assigned Preferred Qualifications/Other Skills/Abilities: * Experience in financial aid program management at the state, federal or institutional level, with direct knowledge of program regulations and guidelines * An ability to exercise sound judgment, maintain high ethical standards and set a positive example * An ability to plan, organize and coordinate daily tasks in an efficient manner * An ability to work effectively in a team environment, interacting with co-workers in a positive and cooperative manner * Has command of technology (i.e. Microsoft Office Applications) and proficient with the internet and appropriate electronic tools for research, data analysis and program evaluation * Is highly organized and possess excellent communication skills, and an ability to make oral presentations, as required * Is results-oriented and assumes responsibility and accountability for own work; responds appropriately to internal and/or external requests for assistance, demonstrates initiative, flexibility, and an ability to successfully engage in multiple tasks, as assigned Questions regarding this posting may be directed to Jillian Auerbach in Human Resources at jillian.g.auerbach@mass.gov Minimum Entrance Requirements: * Bachelor’s degree and a minimum of three-five years of experience in higher education, such as student financial aid or experience in a related student services environment * Experience with data-entry, conducting research, data analysis and program evaluation * Knowledge and understanding of higher education policies and issues that impact academic preparedness, access, student retention and college completion * Proven written and oral communication skills, with an ability to make effective presentations * Commitment to racial equity and social justice which informs approach to work at the Department An Equal Opportunity / Affirmative Action Employer.
