State of Massachusetts Assistant District Construction Engineer for Design Build (Civil Engineer V) in Northampton, Massachusetts
Position Summary Incumbents of the positions in this series prepare and/or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data: perform calculations relating to engineering problems: perform engineering surveys: inspect construction and or maintenance work: and perform professional engineering duties in such areas as highways, bridges, tunnels, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards. Duties and Responsibilities * Manages Construction Phase Services for Owner’s Engineer for Alternative Delivery & other Projects for the Items of Work identified in the MassDOT Scope of Services. * Negotiates and approves Owner’s Engineer invoices and schedules for Construction Phase Services. * Coordinates and actively participates in the review of design/construction submittals with various Divisions and Sections within the District, Headquarters, the Federal Highway Administration, the Owner’s Engineer, and others. * Participate in project meetings and on-site visits with Alternative Delivery entities, Owner’s Engineers, Owner’s Representatives, and other internal/external stakeholders. * Manages document control for all project related documents/submittals within each Alternative Delivery project’s specific SharePoint site. * Coordinates with Alternative Delivery entities to ensure that all deliverables required within the contract documents for final project closeout are satisfactorily completed. * Coordinates with Headquarters Project Manager(s) and oversees the District’s role in the review of procurement (RFLOI, RFQ, and RFP) documents for Alternative Delivery Projects. * Participates in Alternative Delivery Selection Committees. * Monitor the procurement schedule and deliverables. * Supervises, coordinates, and monitors the activities of subordinates engaged in Civil Engineer work to ensure effective operations and that projects are designed and constructed in compliance with MassDOT and Federal Highway Administration Standards and policies. * Manages completion of Alternative Delivery Projects design post-award, by tracking and resolving technical and project coordination issues. * Obtains all formal approvals required for appropriate stages of design. * Maintains project files and updates Project Information. * Meets with public officials and other stakeholders during various stages of design and construction of Design-Build Projects. * Represents MassDOT at project related meetings and coordinates public inquiries and outreach for respective projects with appropriate District staff. * Provides project status reports. * Reviews Owner’s Representatives Monthly Design and Construction Reports and Annual Progress Reports and makes recommendations as needed. * Tracks Alternative Delivery Projects from conceptual stage through construction completion to facilitate advancement of projects to maintain schedules. * Makes recommendations to enhance design to ensure cost and time effective measures are considered and applied. * Prepares Consultant Evaluation Reports. * Collaborate with Resident Engineers, as needed, to ensure project goals and objectives are accomplished. * Participates in confidential meetings with Proposers and reviews of Alternative Technical Concepts to promote innovative design solutions for competitive pricing. * Participates in project risk assessment to determine required level of design while maintaining design latitude for successful Alternative Delivery entity on low-medium risk elements. * Provides input for the contract’s final design process. * Reviews and provides recommendations for project change orders and claims. * Work with District Construction Engineer to delegate projects and assign construction section staff. Coordinate with District Construction Engineer and discuss complexity of construction projects and personnel performance to determine appropriate staff assignments. * Keep District Construction Engineer well informed of project statuses, all significant project changes, and milestones achieved. Inform District Construction Engineer of project statuses via conversation, e-mail, interoffice memorandums, and copies of correspondence. * Provide guidance to Area Engineers and Resident Engineers regarding Department policies and procedures; making decisions to resolve constructability issues; and resolving personnel issues. Use engineering training and experience; knowledge of standard operating procedures and Department policies; knowledge of the EPRS and progressive discipline system; and experience with personnel matters to advise Area Engineers. * Advise District Construction Engineer regarding constructability issues. Use engineering training and experience to advise District Construction Engineer on ways to resolve constructability conflicts and alternate methods of construction and provide opinions on Value Engineering Change Proposals (VECP’s). * Review contractors’ submittals and prepare documentation for Extra Work Order requests, Extension of Time requests, requests for additional funds, etc. Use engineering training and knowledge; Department policies, guidelines, specifications, average bid prices, etc.; and construction experience to evaluate technical submittals and procedures and to negotiate extra work order cost proposals. Follow Standard Operating Procedures (SOP’s) to complete required documentation for project management. Advise Area Engineers regarding Contractor’s submittal reviews. * Review correspondence and documentation prepared by District Construction Area Engineers. Ensure that documents are clear, concise, and complete. Confirm that documents follow SOP’s, accepted format, Department policies, and District policies. Approve all outgoing documentation to be forwarded to District Highway Director when the District Construction Engineer is absent. * Manage staff, project documentation and related items for project oversight as needed. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
