State of Massachusetts Resident/Area Engineer for Design Build (Civil Engineer IV) in Northampton, Massachusetts

Position Summary * The Resident/Area Engineer is the primary supervisor to District Resident Engineers and their staff. The Area Engineer is responsible for the management of the District’s construction projects and first level management of assigned construction projects. Works directly with Resident Engineers to ensure projects are completed on time and within budget. Assists District Resident Engineers with review and interpretation of Department policies, procedures, and standards related to construction contracts. This position will also serve as a Resident Engineer on Mega Projects and will be in the field during these assignments. When not serving as a Resident Engineer on Mega Projects, they will serve as an Area Engineer. *Duties and Responsibilities * Supervises, coordinates, and monitors District Resident Engineers involved with various types of construction projects to ensure effective operations. * Assists District Resident Engineers with the review and interpretation of department policies, procedures, and standards related to construction contracts, plans, specifications, and estimate quantities for final payment. * Prepares letters, memorandum, and documents related to extra work orders, contractor claims, extensions of time, requests for additional funding, and subcontractor demands for direct payment for projects. * Prepares letters for the District Highway Director's signature related to inquiries from the contractor, property abutters, businesses, utility companies, municipalities, outside agencies, and community groups who are affected by department construction projects. * Negotiates costs associated with extra work orders and contractor claims. * Reviews cost and resource loaded critical path method schedules used to monitor construction projects to ensure on time completion. * Conducts site visits and field investigations such as those needed to gather information required to resolve problems encountered during construction such as actual subsurface or latent physical conditions that differ substantially or materially from those shown on the plans or indicated in the contract documents. * Conducts project pre-construction meetings with the contractor and its subcontractors, utility representatives, federal, state, and local representatives. * Performs district construction database and site application module data entry for assigned projects. * Provides training for subordinates by teaching department rules, regulations, and procedures in order to prepare employees to be more productive. * Assigns work and reviews the performance of subordinates in reporting relationships by adhering to the guidelines of the Employee Performance Review System in order to ensure increased communication and successful implementation of the system. * Will be assigned to Mega Projects and/or construction projects such as interstate or multi-lane highways in urban or suburban areas, including difficult traffic, utility or environmental conditions, at the discretion of the Construction Engineer. * Supervise the activities of contractors and sub-contractors to ensure compliance of contract specifications. * Supervise other engineers and construction inspectors. Perform periodic employee performance reviews. * Perform testing, inspection, and sampling of construction related materials. * Calculate bi-weekly payment estimates on the Site Application Module software. * Calculate monthly cost projections and review fiscal year funding. * Review and track force account agreements for public and private utilities working on construction sites. * Maintain project records, determine extra work requests and associated costs. * Resolve construction/design issues as they arise and determine the best course of action. * Coordinate construction activities with local town and city officials. * Interact with abutters on concerns and issues. * Ensure compliance of all safety measures within the construction zone. * Review construction schedule monthly and approve or adjust activities dates and durations. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering* may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
