State of Massachusetts Program Coordinator II - International Registration Plan in Quincy, Massachusetts
Position Summary Serves the Commonwealth and other jurisdictions as the repository of the International Registration Plan to improve Plan compliance with respect to commercial motor vehicle issues. IRP's fundamental principle is to promote and encourage the fullest possible use of the highway system and understanding. Duties and Responsibilities * * Understands the Federal Motor Carrier Safety Administration (FMCSA) that enforces data-driven regulations that balance motor carrier (truck and bus companies) safety with efficiency. * Understand the rules around how businesses are registered with IRS and SOC and be able to guide other departments at the RMV about how business accounts are set up * Monitor and respond to customers email and voice messages for IRP and FID * Assist FID department by collecting proof of FID and adding into the ATLAS system * Assist FID department by reviewing documentation for accuracy and processing business name changes * Manages the daily attendance of staffing, auditing. * Assisting Manager and staff with transactions, data keeping, customer assistance, support and be the SME for the IRP and FID chat for the Service Centers. * Monitor staff periodically to ensure calls are being answered in a timely, courteous and professional manner, monitor completion of workload. Conduct regular staff meetings and 1-1’s with staff to provide timely feedback and encourage active participation in running a successful operation. * Participates in EPRS reviews, escalate problem cases to Manager, workflow management of mail by transaction type to stay within SLA’s, backup to Receiving teller for daily closings, monitor employee calls utilizing Five-9, process daily transactions as needed, manage staff to assist other internal depts. when needed and assisting with training of new hires, assign and monitor daily work distributed to staff. * Provide operational leadership to ensure adequate staffing, manage staff performance and the appropriate collection, recording and security of Commonwealth revenues * Harnesses safety information systems to focus on higher risk carriers in enforcing the safety regulations and targets educational messages to carriers, commercial drivers, and the public. * Customer assistance, support and be the SME for the IRP chat and FID chat for the Service Centers. * Partners with stakeholders including Federal, State, and local enforcement agencies, the motor carrier industry, safety groups, and organized labor on efforts to reduce bus and truck-related crashes. * Assist the Registration Manager on special projects as needed *Preferred Qualifications * Knowledge of the methods of general report writing. * Ability to understand and apply the laws, rules, regulations, policies, procedures, and guidelines governing the issuance of motor vehicle Certificates of Title and incorporation of business entities with IRS and SOC * Ability to exercise sound judgment. * Ability to exercise discretion in handling confidential information. * Ability to read and interpret legal documents such as decisions, briefs, opinions, and contracts. * Ability to prepare general reports. * Ability to explain the provisions of the laws, rules, regulations, procedures, guidelines, and policies governing assigned unit activities.
