EEC seeks to hire a Group and School Age Licensor to join its’ team. The Group and School Age Licensor is directly responsibile for the implementation of the Group and School Age Child Care Licensing program which includes enforcement and monitoring of the regulations governing the licensure/approval of child care facilities and investigations of complaints; assists and participates in the development and design of the state-wide group and school age child care licensing program; performs related work as required.
Determines compliance with the regulations for group and school age child care programs by conducting application review, onsite inspections and interviews; observations of the physical condition of facilities; observation of children and staff interactions with children; assessing the care received by children; reviewing staff’s, children’s and administrative records, qualifications of staff, staffing patterns, and ratios, staff training plans, emergency and preventive health care procedures, nutrition, transportation, consumer rights, sanitation and safety, program’s (educational) plan to include curriculum, equipment, supplies and procedures for supervising children
Provides consultation and technical assistance to both potential and current group and school age childcare programs
Investigates complaints of alleged non-compliance made against licensed and unlicensed group and school age childcare programs
Documents findings gathered during inspections and investigations of childcare facilities by identifying and recording deficiencies, and by writing reports of a legal and technical nature, in order to recommend issuance or renewal of licenses or corrective enforcement action
Participates in the development and implementation of legal actions, pre-hearing conferences, hearings, and court proceedings by providing documentation of deficiencies; by providing testimony at legal proceedings and by conducting follow-up inspections in order to provide evidence of violations and to enforce corrective or legal actions
Designs and assists in the development of workshops, conferences and seminars on group and/or school age childcare for the owners and staff of such facilities as well as for state and local officials and interested citizen groups
As assigned, assists in the formulation of statewide policy concerning regulations, licensing policies and working procedures
Provides guidance to applicants by working with state and local regulatory agencies which conduct ancillary inspections necessary for operation of either a group or school age childcare program
Determines the qualifications of individuals seeking administrative, staff or consultant positions in either a group or school age childcare program
Schedule varies. Travel to providers and Early Education and Care Offices is required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator’s License or equivalent from another state.
Considerable knowledge of the principles, practices, methods, trends, standards, prototypes and organization of group and school age child care programs
Ability to communicate technical information clearly and concisely in writing and orally
Ability to gather and analyze information through observation and interviewing and by examining records and documents
Ability to be organized, self-motivated, self-directed and to work independently toward the accomplishment of short-term objectives and long-range goals
Ability to make decisions (including decisions about health and safety of children) in stressful situations
Ability to deal constructively with conflicts and confrontations
Ability to deal tactfully and maintain harmonious working relationship with licensees, local inspectors and co-workers
Ability to prepare detailed written reports which represent facts accurately and objectively
Ability to maintain accurate records
Knowledge of the principles, practices and techniques of regulation and investigation procedures
Knowledge of interviewing techniques
Use of Microsoft Office; familiarity with databases and comfortable with technology

Minimum Entrance Requirements:
Applicants must have a Bachelor’s degree or higher and (A) at least five (5) years of full-time or equivalent part-time professional experience in the childcare field, including early childhood education in a nursery school, kindergarten, child development center or educational institution, family childcare or school age childcare; in residential or human services; or investigative, law enforcement or regulatory administration work, of which (B) one (1) year must have been in a leadership or supervisory capacity which may include classroom supervision and operating a child care program.
Incumbents may be required to have a current and valid motor vehicle driver’s license at a class level specific to assignment.
